Standard Local Rules
OTTAWA VALLEY GOLF ASSOCIATION
STANDARD LOCAL RULES AND THE
CONDITIONS OF COMPETITION
Effective January 1, 2005
Play is governed by the 2004 Rules of Golf of the Royal Canadian
Golf Association(RCGA) and, where applicable, by the following
Local Rules and Conditions of the Competition, subject to
changes, additions, or deletions for particular Championships by
the Rules of Golf Committee of the OVGA. Complete text of Rules
and Appendix I Part A, B, C
may be found in the RCGA 2004 Rules of Golf as referenced on
page numbers below.
Unless otherwise provided, penalty for breach of a Local Rule
is:
Stroke Play - Two strokes; Match
Play - Loss of hole.
1. Specification of the Ball
- Note to Rule 5-1 is in effect:
Players must play a ball named on the current List of Conforming
Golf
Balls recognized by the RCGA.
Penalty for Breach of Condition:
Disqualification.
2. Embedded Ball Through the
Green - Local Rule as prescribed in Appendix I is in
effect - Page 107.
3. Time of Starting -Note
to Rule 6-3a is in effect - Page 29.
4. Discontinuance of Play
- Note to Rule 6-8b is in effect - Page 32.
Penalty for breach:
Disqualification
All practice areas are closed when play is suspended for a
dangerous situation until the OVGA Rules Committee has declared
them open. A player using such practice areas will be subject to
disqualification.
Note: A suspension for a dangerous situation will be
signalled by one prolonged air horn. Note: All other types of
suspension will be signalled by three consecutive air horn
notes. Resumption of play will be signalled by two short air
horn notes.
5. Practice - Note 2 to
Rule 7-2 is in effect - Page 35. In stroke
play competition, practice is prohibited on or near the putting
green of the hole last played.
6. Motorized Transportation
- At events where motorized transportation is permitted, the
following
Local Rule is in effect: i) Players must adhere to the Host
Club's golf cart regulations. ii) When practical,
carts should not be driven past the player's own ball to gauge
yardage, or seek position of the hole.
Players in breach of this procedure may be subject to penalty.
7. Close of Competition -
The competition is deemed to have closed when the trophy has
been presented to the winner or, in the absence of a prize
ceremony, when all scores have been approved by the Committee.
8. Undue Delay; Slow Play
- Players are at all times subject to the provisions of Rule 6-7
"Undue Delay - Slow Play". In addition, the Committee may
establish Pace of Play guidelines including maximum periods of
time to complete a stipulated round, a hole or a stroke for each
event using a time appropriate for the course, playing
conditions and the
number of players in each group.
Definition of "Out of Position":
i) The first, second and third groups to start will be
considered Out of Position if, at any time during the round,
they exceed the allotted time established by the Pace of Play
guidelines.
ii) Subsequent groups will be considered Out of Position if, at
any time during the round, they exceed the allotted time and
reach any place where there is an open par-3 or par-4 or the
preceding group is on the putting green of a par-5 when the
group in question is on the teeing ground.
Monitoring and Timing of Group:
When a group is Out of Position, it will be at the discretion of
the Rules Officials whether the players will be warned before
timing begins.
All players in the group will be subject to monitoring and
timing.
Timing: Once a group is
determined to be Out of Position, players in the group have a
maximum of 40 seconds to play a stroke. The timing of a player's
stroke will begin when it is his turn to play and he can play
without interference or distraction. Any time spent determining
the yardages will count as time taken for the next stroke. On
the putting green, timing will begin after a player has been
allowed a reasonable amount of time to mark, lift, clean and
replace his ball, repair his ball mark, or other marks and
remove loose
impediments on his line of putt.
Penalties:
Stroke Play: Any player
in a group Out of Position who exceeds 40 seconds to play a
stroke will be penalized in accordance with Rule 6-7, note 2 as
follows:
First Offence - One timing exceeding 40 seconds to play a
stroke - ONE STROKE PENALTY
Second Offence - One more timing exceeding 40 seconds to
play a stroke -TWO STROKE
PENALTY
Subsequent Offence - One more timing exceeding 40 seconds
to play a stroke. -
DISQUALIFICATION
Any player in a group Out of Position who exceeds 40 seconds to
play a stroke will be
informed as soon as practicable that he has been penalized.
Match Play: Any player in
a match Out of Position who exceeds 40 seconds to play a stroke
will be informed as soon as practicable that he has lost the
hole at which the excess time was recorded. If a player in
question exceeds 40 seconds to play a stroke on two more
occasionswhile the group remains or has again become Out of
Position (a Total of three) he will be informed that he has
FORFEITED the match.
9. Official Rulings -
Only OVGA rules officials may give rulings. The player is
allowed to appeal to the referee of rulings given by the
on-course rules
officials. The referee's
decision is final.
